Toby Youngs to be Principal At Palmer Elementary

The Windsor Central School District Superintendent Dr. Jason Andrews is recommending Toby Youngs be the new Principal at A.F. Palmer Elementary School. Mr. Youngs has been the Associate Principal at Windsor Central Middle School since the summer of 2016. His official appointment will be made by the Board of Education.

Mr. Youngs returned to Windsor in 2016 after spending one year as the Assistant Principal at Maine-Endwell High School. Once appointed, Mr. Youngs would replace Jamie Bernard, who served as Principal at Palmer Elementary for ten years before being named Director of Elementary Education in Johnson City.

Prior to his experience at Maine-Endwell, Mr. Youngs taught for nine years as an Elementary Physical Education teacher at Floyd L. Bell Elementary School in Windsor. While there, he coached multiple sports at the Modified and JV levels. In the 2014-2015 school year, he served as a Teacher on Special Assignment, working collaboratively with Education Resource Strategies and the New York State Education Department to conduct a resource allocation study for the Windsor district. 

He is also a graduate of the Southern Tier Leadership Academy. Mr. Youngs received his Bachelor of Science degree in Physical Education and a Master of Science degree in Health Education from the State University of New York at Cortland. He received his Certificate of Advanced Study in School Building Leader and School District Leader, also through the State University of New York at Cortland.

Mr. Youngs lives in Kirkwood with his wife and two daughters.
